Letter from the SIDS President, January 2010

Dear friends:
I wish you a good year 2010, it has to be better than the past, who has taken with him so many Masters and companions: Louk Hulsman, H.H. Check, Giuliano Vassalli y, in the last hours of the year, Antonio Beristain. Attached is the urgent note written by José Luis de la Cuesta and published in the newspapers of Spain.
As everybody know, we have contributed in a notable way to the Constitution of an International Academic Network against capital punishment in which the four traditional Scientific Societies and the Research Institutes of Criminal Law and Human Rights are integrated. The Madrid meeting will give rise to several Workshops in various places aimed at strengthening the abolitionist alliance for the discussion and vote on the Moratorium at the end of the year 2010 at United Nations. When in September 2007 in Toledo we approved the resolution of the Moratorium we could not imagine that our work could have such good prospects.
The date of the Madrid Seminar, determined by the President of the Government of Spain to deliver the inaugural lecture, has prevented us from once again taking advantage of the hospitality of the Milan Center and ISPAC to hold the traditional Board of Directors, what could have surprised and bothered someone for not having communicated it. My apologies to all who may have misled. We will make a Board of Directors throughout the year that will be communicated soon.
I enclose the status of the Academic Network against capital punishment in case any of you. In addition to being represented by the Société, I would like to be a part of it personally..
These days it is programmed by the Centro Nazionale di Prevenzione e Difesa Sociale and the University of Milan and with the collaboration of the professors of this same University., Prof. Vincenzo Ferrari ‐Director of the Doctoral School‐ and Prof.. Francesco Viganò, the book of the Proceedings of the Congress of Toledo Criminal Law between War and Peace in a Conference that will be dedicated to the memory of Giuliano Vassalli. In the last few days it has been possible to establish a date to carry out this day of presentation of the book and of homage to Giuliano Vassalli for the day 29 of March, date that we will confirm in the next few days. All this was prepared in a meeting of the Executive Committee of the Directorate with the President, The secretary general, Edmondo Brutti Liberati, the Vice President Stefano Manacorda, Camila Beria and Eleni Sala, and to which Professor Viganò and Professor Ferrari were invited. After the foregoing, we held an exchange of views on the future of the Cahiers for which a new phase must be opened after the dismissal of his responsibility by Mario Pisani after so many years of being in charge of them and for whose fruitful dedication we pay tribute.
On the other hand, The year has been one of very intense activity for the Société. review some activities:
in the days 19 and 20 January the Conference was held in commemoration of the 60 years of the Declaration of Human Rights and the Beccaria Medals were awarded
to Mireille Delmas‐Marty and Cherif Bassiouni with the invaluable collaboration of Sergio García Ramírez and Francisco Muñoz Conde in the Parliament of Madrid.
The day 16 June 2009 we celebrate an Academic Seminar on the occasion of the delivery of the Gramatica award at the University of Genoa, with el concurso extraordinario de Giovani Gramatica y Uberto Gatti.
The 24 a 27 June we had the privilege of the hospitality of the International Criminal and Penitentiary Foundation (FIPP), and especially George Kellens and Pierre Henri Bolle, in which framework they brought together the Scientific Societies to talk about the projection of our work in national and international criminal policy. What was exposed by SIDS by Luigi Foffani. Very generously on your part we celebrate the 60 years of the foundation of the Société in Liège in a solemn act in the great hall of the university in which George Kellens intervened, Simone Rozès and myself with an extraordinary musical accompaniment.
On the other hand, We have carried the flag of the Société in various events that we have attended throughout the year: Honorary Doctorate at the University of Wallachia, in Romania, with the intervention of Mihaela Stanoiu; participation in the International Congress of the Institute of Criminal Sciences of Brazil in Sao Paulo; at the commemoration of the Lombroso Centenary in Verona, organized by Lorenzo Picotti, at the Mexican Congress of Criminology in Ciudad Juárez in December; at the AIDP Congress in Istanbul in the framework of which the HH Jescheck Prize was awarded to Mireille Delmas‐Marty and I was kindly invited to deliver the Laudatio; to conclude the year with the International Congress on the death penalty in Madrid, where it was Simone Rozès who brilliantly represented the Société and the entire academic network, especially at the opening ceremony of the conference together with the President of the Government of Spain and of the Republic of Benin.
I am waiting to confirm the date of the Conference in Milan for the presentation of the work on the occasion of the tribute to Giuliano Vassalli.
